When headlines announced in December 2025 that Binance and HTX had been “cleared” to operate in Pakistan, many readers assumed the two exchanges were now fully licensed. They were not — and the distinction matters. What the Pakistan Virtual Assets Regulatory Authority (PVARA) granted them was a No Objection Certificate, an interim step inside a licensing system that is still being built. They were the first international exchanges to receive one.
What an NOC actually does
In PVARA’s design, the NOC is an early-stage approval. It confirms the firm’s anti-money-laundering registration and raises no objection to the company moving forward — including steps toward incorporating locally and preparing a full licence application while the detailed service regulations are completed. Think of it as being admitted into the licensing queue with your identity checked, rather than being handed the licence itself.
PVARA says so itself
Credit where due: the regulator has been unusually clear about the limits. PVARA has stated publicly that an NOC does not amount to a full operating licence. As of late September 2026, no exchange — Binance, HTX or anyone else — yet holds a complete PVARA licence, because the full licensing regime is still being rolled out. Any marketing that blurs that line should be read with suspicion.
What users should conclude
- Positive signal: two of the world’s biggest exchanges are engaging with Pakistan’s regulator instead of operating in the shadows.
- Not a guarantee: an NOC does not give users the full consumer protections a completed licence is meant to provide.
- Direction of travel: banking access and supervision are being extended to firms inside the process, which should improve safety over time.
- Still your job: platform risk, custody choices and basic account security remain the user’s responsibility.
The bigger picture
Pakistan’s approach is sequenced: bring the giants inside the tent first, finish the rulebook, then issue full licences. For a market that ran informally for years, even an interim certificate changes behaviour — firms in the process have reputations to protect with the regulator. But users should hold two ideas at once: the NOC news is genuinely significant for Pakistan’s crypto future, and it is not the finish line. The first true PVARA licences, when they come, will be the real milestone.
