OCC Finishes the GENIUS Act Rulebook: What Changes on 18 January 2027

On 21 October 2026 the OCC became the first US regulator to finish its GENIUS Act rulebook. What the final rule covers, the rewards compromise, and the 18 January 2027 start date.

A law is only a promise until regulators write the rulebook that enforces it. On 21 October 2026, the Office of the Comptroller of the Currency (OCC) became the first US regulator to finish its part, issuing the final rule that implements the GENIUS Act for the stablecoin issuers it supervises. Both the rule and the Act take effect on 18 January 2027.

What the final rule sets

The rule creates a new Part 15 of the OCC’s regulations, with detailed standards for payment stablecoin issuers under OCC jurisdiction — including foreign issuers operating in the US market. Its main pillars are:

  • Reserve assets: what issuers may hold against their tokens, and in what quality.
  • Redemption: rules ensuring holders can convert tokens back to dollars.
  • Risk management and supervision: governance, controls and ongoing oversight by the OCC.
  • Audits and reports: regular, checkable disclosure of reserves and operations.

One piece is deliberately missing: anti-money-laundering and sanctions requirements will come through a separate joint rulemaking with the Treasury Department, so the compliance picture is not yet complete.

The rewards question

The most closely watched decision concerned rewards. The GENIUS Act itself bans issuers from paying interest to holders. The open question was whether platforms and partners could still offer rewards around a stablecoin. The OCC’s final rule dropped an earlier proposal that would have presumed certain issuer–third-party arrangements unlawful; instead, rewards arrangements will be reviewed case by case, with clear evasion still open to enforcement. In plain terms: platforms keep some room to offer perks, but dressing up issuer interest as a “partner reward” invites action.

Timelines and next steps

The OCC will announce separately when it begins accepting issuer applications; reporting on the process describes a 30-day window to judge whether an application is complete and 120 days after that for a decision. Other US regulators still have their own GENIUS Act rules to finish, and the Treasury’s money-laundering rulebook is still to come.

Why it matters beyond America

The dollar stablecoin market, led by USDT and USDC, is global. A working US licensing and supervision regime sets the benchmark other countries measure against — and gives holders everywhere a clearer way to judge which stablecoins are genuinely backed, audited and redeemable.
